When an action is performed by the moderator or the accounting officer, a confirmation modal appears with a textarea for inputing their comments (comment is now mandatory when performing an action). This happens in all cases except paid where the comment textbox is now inserted on the bank transfer modal

Providing support for publishers- In the user registration, when publisher is selected as a role, the affiliations are removed and a publisher autocomplete appears- In the existing funding requests, a publisher can see all the requests made for publications published by the specific publisher

Fixed a browser problem with the autocomplete wigdets anchors
Added a loader in existing requests, in monitor, in get project info and eligibility and when loading an existing request to the funding wizard. Also, changed the type of the items in autocomplete widget so that it may not have a problem with a little older browsers
