Initial implementation of existing budgets page
Added the monitor user roles page
Refactored monitor classes into a new package, and added the monitor users page (activate/deactivate users)
Added href to main menu and breadcrumb menu links so that they can be opened in new window or new tab
Added intermediate pages for menu items request and monitor that are accessed through the breadcrumbs menu
Added an empty monitor budget submenu
Added a new budget request submenu
Temp commit for functionality and many styling changes
Changed the way we handle the history items and I know keep the current and previous token so that when needed I can go back to where I previously was.
Completed edit account info and added a clear method in all the major widgets so that when we navigate again in a widget its state is cleared
