If a librarian requests funding for another researcher, we autocomplete the affiliation (only organization, not department) in the researcher form

When a researcher affiliated with an organization that has a budget requests for funding, we do not let him proceed with the request

If user is affiliated with more than one organizations, enable selection with which one he wants to bind this request
