1. Implement monitor funding bids

1. Import alternative funding bids.

1. Add funding info element and widget classes.
2. Modify main menu and widgets to show alternative bids.
3. Create getAllBids method on data service.
4. Create servlets (Bank receipt and File) to get receipts and contract for bid elements.
5. Modify web.xml . Add new servlet classes and mapping.

1. Log4j new properties file

Remove edit request from statuses: LIBRARY_FUND_PAID , PUBLISHER_FUND_PAID

Move Edit Request button for statuses : Approved, Processing Payment , ACCOUNTING_PAID

Bulk import widget for moderator.
